If a students gives less than 24 hours notice then you can charge them under the Spires terms and conditions. If you do intend to charge the student then you need to let them know that this will be the case. Simply stating this may encourage the student to keep to the scheduled time.

In order to charge for a late cancellation, you do not need to take any action until it is time for the lesson to begin. After the lesson has begun, start the class as normal and treat the class as a missed class as shown in the article here.
